I didn't even know this was in question. It seems obvious to me that you don't have to be able to speak in order to have thought ability, since language was invented, not inherent. At any rate, according to The BBC,
Thought might not be dependent on language, according to new research published in the Proceedings of National Academy of Sciences.

A UK team has shown that patients who have lost the ability to understand grammar can still complete hard sums.

This suggests mathematical reasoning can exist without language.
As I said, I'm not surprised about this, because I didn't even know that anyone thought language was necessary for thought. I just don't see how it could be possible... but... whatever.
